漫画家・永井豪の代表作でもある『バイオレンスジャック』。本OVAは、原作漫画版の新章というべき80～90年代の「漫画ゴラク」連載版の一編を元にしており、同じ永井豪の『ゴッドマジンガー』のネタが観られる。成人指定の作品ゆえ、暴力描写も激しい。 　　関東を瞬時に荒廃させた大地震。地獄のような無法状態と化す中で人々は必死に生きていた。新宿の地下街で生き延びていた人々はA～Cの3グループに分派。A地区は男性、B地区が無法者、そしてC地区が女性を中心にしていた。ある時、A地区でガレキの中から謎の大男ジャックが出現。B地区のボス・マッドザウルスはジャックに興味を抱き、三地区合同のフリーマーケットを開催して人々を集める。そこでジャックに対しC地区の代表アイラは、A地区の男がかつて女性たちを蹂躙した事実を告げ、自分たちの味方になるよう懇願。だがB地区がA地区とC地区にキバを剥き……。 　　本作の実制作はStudio88が担当したが、作画協力として『聖戦士ダンバイン』などのビーボォーも名を連ねている。

1973～90年にかけて少年マガジン（週刊、月刊共）や週刊漫画ゴラクで連載された永井豪のバイオレンス・アクション『バイオレンスジャック』。大地震によって本州から分断され無法地帯となった関東を舞台に、人々を暴力で支配しようとするスラムキングと、それを阻む大男バイオレンスジャックの戦いを描くストーリーで、本作はそのOVAシリーズの第３作。血しぶきや内臓が飛び散る過激な暴力シーンが随所に登場する。 　　少年・天馬三郎が暮らす平和な町に、関東に君臨する凶悪な暴走族「ヘルスウインド」がやってきた。三郎は「ヘルスウインド」に恋人を殺されたジュンと出会い、共に戦うことを決意するが、奴らは暴虐の限りを尽くした挙句、三郎の担任である女教師をさらって逃走。そこへ、伝説の大男バイオレンスジャックが現われた！
